At the present time, the population of some countries includes a relatively large number of young adults, compared with the number of older people.
Do the advantages of this situation outweigh the disadvantages?
Give reasons for your answer and include any relevant examples from your own knowledge or experience.
Student answer (Band 8.0)
At the present time, a number of countries are experiencing a pronounced demographic imbalance in which young adults constitute a considerably larger proportion of the population than older generations. Although such an age structure can place substantial pressure on employment markets and public services, I would argue that its advantages ultimately outweigh its disadvantages, provided that governments are able to harness the economic potential of a predominantly young population through appropriate policies.
The most significant advantage of having a large cohort of young adults is the economic dynamism that such a demographic structure can generate. As young people are generally of working age and are more likely to participate actively in the labour market, countries with a relatively youthful population possess a substantial human-resource base from which productivity and economic output can be increased. Moreover, when a sizeable proportion of the population is economically active while the number of retirees remains comparatively limited, governments may face a lower dependency burden, enabling them to allocate a greater proportion of public expenditure towards infrastructure, education and technological development rather than spending disproportionately on pensions and age-related healthcare. This demographic dividend, however, is not automatic; rather, it can be realised only when sufficient employment opportunities and high-quality education are available. South Korea, for instance, benefited considerably from its large working-age population during its period of rapid industrialisation, as a well-educated workforce helped transform the country into a major global economy.
Nevertheless, the concentration of young adults can also generate considerable social and economic difficulties, particularly when the supply of employment fails to keep pace with the expanding labour force. If a country produces more graduates and job-seekers than its economy is capable of absorbing, widespread unemployment or underemployment may emerge, potentially exacerbating income inequality and encouraging large-scale migration. In addition, governments may have to make substantial investments in universities, vocational training, housing and public infrastructure in order to accommodate a rapidly growing working-age population. These pressures can be particularly acute in developing countries, where public resources are already constrained. India, for example, has one of the world's largest young populations, and although this represents an enormous reservoir of human capital, the country must continually generate sufficient productive employment to prevent its demographic advantage from becoming a source of economic and social strain.
On balance, therefore, I believe that the advantages associated with a predominantly young population outweigh its disadvantages. While an expanding working-age population can intensify competition for employment and place considerable demands on education and infrastructure, it simultaneously provides countries with the human capital required to accelerate economic growth, increase productivity and reduce the relative burden of supporting an ageing population. Consequently, if governments invest effectively in education, skills development and job creation, what might initially appear to be a demographic challenge can instead become a powerful catalyst for long-term economic development.
