In a number of countries, some people think it is necessary to spend large sums of money on constructing new railway lines for very fast trains between cities. Others believe the money should be spent on improving existing public transport.

There is a saying that large expenditure on building new railway lines, especially those for high-speed trains, is essential. Some contend that the same capital can be spent on renovating public transport. This essay will examine both perspectives before presenting my own view, which favours prioritising existing infrastructure.
Proponents of high-speed rail argue that such projects yield substantial long-term economic benefits by connecting major cities with considerably greater efficiency. Faster travel between urban centres can stimulate business activity, tourism, and regional development, as professionals gain the ability to work across multiple cities without enduring lengthy commutes. Japan's Shinkansen network, for instance, has markedly strengthened economic ties between Tokyo and other major cities, illustrating how high-speed rail can invigorate growth across an entire region rather than a single locality.
Conversely, advocates for improving existing public transport contend that such investment addresses more urgent, everyday needs affecting considerably greater numbers of people. Local buses, trams, and metro systems are relied upon daily by millions of commuters, and improvements here, such as increased frequency or expanded routes, would benefit ordinary citizens far more directly than high-speed rail, which typically caters to a narrower group of longer-distance travellers. I think that policymakers should invest more in the existing transport facilities, as these are the fundamental means of travelling for many workers and citizens.
In my opinion, governments ought to prioritise upgrading existing public transport, since this benefits a considerably larger proportion of the population and addresses more pressing daily transportation problems, such as urban congestion, that most citizens genuinely experience.
