Student answer (Band 6.0)
Nowadays, people have different opinion about spending money on new construction and utilizing money to improving existing public transport. In a number of nations, a small number of individuals believe that it is important to allocate higher amount of finance on establishing new railway pathways for very fast trains among urban areas, whereas proponants argue that the money ought to be used on upgrading current public vehicles. Both prespective have valid arguments. It is eseential to consider them before forming an opinion. Both viewpoints will be discussed in the upcoming paragraphs with valid reasons and appropriate examples.
To begin with, there are several factors why spending money on developing new railway system is vital. The primary and most significant reason is that a large number of people can excess public transport. Many rural areas have not enough railway lines. If government should build new railway lines, people can easily trvel to the urban areas. As a result, traffic congestion has decreased. Additionally, another contributing element is that it offers faster travel between cities. High-speed trains can significantly reduce travelling time. People can travel between major cities quickly and comfortably.
On the other hand, other people say that fianance should invest in enhancing already available public transport. First and foremost, it is cost-effective. Improving public transport requires low amount of money compared to the construction cost. As a result, government save money and they can used that money on other sectors. Furthermore, it provides better urban transportation. Many people mainly travel within cities rather than between distant cities.
To sum up, although investing money on improving existing public transport is required because it saves finance and offers exellent urban transportation, i firmly believe that a significant amount of funds used on construction of new facilities, it is vital due to that isolated areas people can used public vehicles and it offers faster travel between cities.

Task Achievement / Task Response: Band 6.0
The response addresses all parts of the prompt by discussing both views—spending on new high-speed rail versus improving existing public transport—and includes a clear personal opinion in the introduction and conclusion. However, the development of ideas is uneven. For instance, the arguments regarding why high-speed rail decreases traffic congestion or how improving existing transport saves money are somewhat generalized and lack fully extended support or specific real-world examples. Some points are repeated rather than elaborated further, placing this response securely at the level where all parts are addressed, but some are more fully developed than others.
Coherence and Cohesion: Band 6.5
The essay presents a coherent overall arrangement with clear paragraphing, moving logically from an introduction to body paragraphs addressing each view, and finally a conclusion. Cohesive devices are used to signal progression, such as 'To begin with', 'On the other hand', and 'To sum up'. However, referencing and transitions are at times slightly mechanical or repetitive, and referencing within sentences occasionally feels abrupt, such as in the final paragraph where the sentence structure becomes convoluted. To reach the next higher band, the student needs to demonstrate smoother, more natural integration of cohesive links and a more transparent logical progression between sentences.
Lexical Resource: Band 5.5
The student demonstrates an adequate range of vocabulary suitable for the task, attempting less common items such as 'allocate higher amount of finance', 'proponants', and 'cost-effective'. However, there are noticeable errors in word choice, spelling, and word form throughout the essay, including 'proponants' (proponents), 'prespective' (perspective), 'eseential' (essential), 'excess' (access), 'trvel' (travel), and 'fianance' (finance). While these errors do not seriously impede communication, they restrict the lexical score because precision and control over less common vocabulary are lacking. To improve, the student should focus on accurate spelling and more precise collocation.
Grammatical Range and Accuracy: Band 5.5
The writing demonstrates a mix of simple and complex sentence forms, such as conditional structures ('If government should build new railway lines, people can easily trvel...') and subordinate clauses. There are, however, several noticeable errors in grammar and punctuation, including articles and prepositions ('allocate higher amount of finance', 'have not enough railway lines'), subject-verb agreement or tense inconsistencies ('traffic congestion has decreased' instead of 'decreases', 'fianance should invest'), and run-on structures in the conclusion ('used that money... people can used...'). These errors occur regularly alongside error-free sentences, but they rarely impede overall communication, placing the grammatical performance at this level.
