Dear John,
I hope this letter finds you well. I am writing to you because I frequently hear a lot of noise from your apartment, and It bothers me a lot.
As you know, I am doing my final year Engineering and semester is going on, so I have to study hard to get good GPA. Recently I am hearing frequent sharp noises from your apartment both in the mornings and in the late evenings, which acts as a disturbance while I am studying, due to which I have secured low mark in my class test this week. If I don't score above 8.5, my college management will remove me from the internship program. I also find distracted from doing my day-to-day activities amidst the noises.
I hope you can empathize with my situation. Please take necessary actions to control the noises, as that will help me focus on my studies more.
