You live in a small apartment building. You are frequently bothered by noise from your upstairs neighbour's apartment.
Write a letter to your neighbour. In your letter

Dear Mr. Paul,
I am writing to bring your attention to a problem I am facing from last few weeks in my residence.
I moved in this apartment three months ago and everything have been good, except this frequent noise of loud music coming from upstairs neighbour's apartment. They start playing music around 9pm every night, and is bothering me the most as I go to my bed around that time. I wake up tired every morning for work as they don't stop playing until 11pm.
It is my humble request to you to ask them to keep the volume low or stop this completely as soon as possible. I am sure there are other neighbours who are facing the same issue because of them. According to the city law, it is illegal to play loud music after 10pm.
I hope you will take my request seriously. Thank you for your time and consideration. I look forward to hearing from you.
