You have a problem in your apartment that needs repairs.
Write a letter to the building manager. In your letter

Dear Mr. Shukla,
This letter finds you well. I am the renter of RK Apartment, room number 204, writing this regarding the pipeline blockage issue in our apartment which needs urgent repair that causes numerous health problems due to water flow during this rainy season in the building.
As the pipes are filled with some garbage and overflowing near the stairs and people hurt themselves by falling down and getting bad smells from these pipes, I would suggest you change these filters of the pipes or use the new electric one so that condition of the building gets smoother and cleaner which makes cleanness and sanitation easier for people and they maintain their health better.
On the behalf of the RK Apartment community, I personally request you to kindly visit the building once then we will discuss and resolve the matter together with all support. I think you will give your concern about this will wait for your positive response.
