You have a problem in your apartment that needs repairs.
Write a letter to the building manager. In your letter

Dear Sir,
I am writing this letter concerning some faults in my apartment which is located at the second floor of the building, precisely flat 43B, that needs to be fixed.
Firstly, I noticed few days ago, that the boiler in the bathroom no longer works properly. It no longer gives hot water. At first I thought it was something that has to do with the unsteady power, but it’s been over 48hours the light was restored yet, it still is not functioning properly, and I have not been able to have a good bath since the problem with the boiler started.. Also the kitchen sink seems to be leaking under. This has caused my kitchen to look messy, the floor is always damp no matter how often I clean it. One might slip and fall if care is not taken.
I would suggest you contact a plumber to check out both the bathroom boiler and the kitchen sink, as I have little or no knowledge about how to go about it. This will enable me go about my daily activities without worrying about tripping in the kitchen or having to bath cold water.
If it would be possible, I would prefer you come and see the issue for yourself so that you would understand how bad the situation is.
