You have a problem in your apartment that needs repairs.
Write a letter to the building manager. In your letter

Dear Sir,
How are you ? I hope you are doing well.
I am writing to inform you that about a problem in my apartment that the water is leaking from the tap since morning in washroom. Even all the taps are closed but my washroom tap is running the water because of this my washroom floor is completely wet. It is very hard for me to leave it like this. I have to go to my work. To fix this please call the plumber as soon as possible so that he can come and fix it immediately or if you can close the water from the main switch that would be great. If you want to come and look please visit my apartment. I will at home for the full day because of the leakage.
Hopefully, you will help me to fix this at the earliest.
