You have a problem in your apartment that needs repairs.
Write a letter to the building manager. In your letter

Dear sir,
I hope you are doing well by the god's grace. I am writing this letter to infrom you a drastic hygiene issue in our appartment that I am seeing from last few weeks.
Primarily, I have noticed that few individuals are not kepting their garbage bags properly during the bin days. The trash ususally comes out of the bags that looks awful and even smells. It shows deleterious repercussions by giving birth to harmful diseases, Malaria, for instance.
Secondarily, folks are vaping inside the apartment regardless paying attention towrds the notices and signs of "No vape". This issues has risen at an alraming rate that plethora of people are facing resperatory problem.
I wish you to take strict actions against such kind of citizen such as putting penalities or imprisonment so that others sharing the same place have not to suffer from deterimrntal effects of unhygien.
