You have a problem in your apartment that needs repairs.
Write a letter to the building manager. In your letter

Dear Manager,
I am writing to you to bring attention to certain issues I am facing in the appartment. I recently moved to the appartment, and apparently it was in good condition. But, lately I am facing technical issues with the electricity supply in the house. Many of the switch boards have no acess and it is hard to accomodate with it. Moreover, some of the lights are fused due to which their is less light in the house. The whole wiring in the house needs to be changed along with bulbs to be changed, to get a smooth supply of electricity. Saying that, the building electrician should be notified and should come in earliest possible time to resolve it. In addition to that I would really like you to pay a visit to the appartment to look closely into the matter.
