You have a problem in your apartment that needs repairs.
Write a letter to the building manager. In your letter

Dear Mark,
I hope you are doing well.
I am writing to inform you about some issues that recently arise in my appartment.
Initially, I would like to explain about the light in the washroom. The light in shower area was blinking various times prior. However, today when I opened that light, I saw a spark in the holder of bulb and afterwards it is not working.
Aditionally, there is a problem in the window of our bedroom. I feel window is not closing properly, may there is a problem in alignment of window. Due to the fact, the heater does not working well and this issue impacts on our electricity bill. Moreover, if you change the window, this issue might be resolve.
In conclusion, I would appreciate if you could visit my appartment and resolve these factor as possible as you can.
