You have a problem in your apartment that needs repairs.
Write a letter to the building manager. In your letter

Dear Mark,
I am writing to bring your attention to an urgent concern which I am experiencing right now.
I moved into this apartment last month. One week ago, I realized that HVAC system is not working properly. It was raining and temperature went down. I was unable to manage temperature in my apartment. It became too cold in the night.
I checked maintanance log book for the system. Surprisingly, the scheduled maintanance was not completed since purchased it. It is big safety risk. As per the rental agreement, I am not liable for regular maintanance of any equipment in my apartment.
I am requesting you to arrange technician as early convinience. In mean time, I believe HVAC system could be shut down on temporary basis. I am available during the evenings. You can visit my apartment and have a look of it.
I am looking forward to sort out this issue as soon as possible,
