Some people say that the best way to discourage smoking is to make smoking illegal in public places. Other people say that this is not enough and that other measures are needed.

Here's a Band 7.5–8 style IELTS Task 2 essay:

Smoking remains a major public health issue in many countries. While some people argue that banning smoking in public places is the most effective way to reduce tobacco use, others believe that such restrictions alone cannot solve the problem and that additional measures are necessary. This essay will discuss both viewpoints before explaining why I support the latter opinion.

On the one hand, making smoking illegal in public places can significantly discourage people from smoking. Public smoking bans reduce smokers' opportunities to smoke throughout the day, making the habit less convenient. In addition, these laws protect non-smokers from the harmful effects of second-hand smoke and help create a healthier environment in workplaces, restaurants, and public transport. Furthermore, when smoking becomes less visible in society, young people may be less likely to view it as normal or attractive, which could reduce the number of new smokers.

On the other hand, public smoking bans alone are unlikely to eliminate smoking because they do not address the underlying causes of nicotine addiction. Many smokers simply continue the habit in private spaces, such as their homes, without reducing their overall cigarette consumption. Therefore, governments should introduce additional policies, including higher taxes on tobacco products, stricter regulations on tobacco advertising, and free smoking cessation programmes. Public education campaigns that explain the long-term health risks of smoking can also encourage people to quit. For example, several countries have successfully reduced smoking rates by combining public smoking bans with graphic warning labels on cigarette packages and accessible support services for smokers.

In my opinion, a comprehensive approach is far more effective than relying solely on public smoking bans. Although restrictions in public places play an important role in protecting public health, they work best when combined with education, financial disincentives, and professional support for those trying to overcome addiction.

In conclusion, banning smoking in public places is an important step towards reducing tobacco use, but it is not sufficient on its own. A combination of legal restrictions, education, taxation, and cessation support offers the greatest chance of lowering smoking rates and improving public health.
