Student answer (Band 7.0)
Using mobile phones while driving is harmful because it can distract motorists. I completely agree that using phones while driving should be banned because it can lead to road accidents and be dangerous to other road users.
There are several traffic rules and regulations, as well as signage, which help drivers to drive safely. If they use their cell phones, they will ignore the signs, which can lead to a road accident; in this way, they are putting their and other people's lives on stake. For example, in recent news from India, I read about an accident that occurred in New Delhi, a man was on a video call while driving, and he did not see the school bus while taking a U-turn, which resulted in a huge accident, and many students were injured. Thus, his carelessness put everyone's life in danger.
Another important reason for banning mobile phones while driving is that it can save the lives of other road users, such as pedestrians, cyclists, and passengers. Moreover, higher authorities should take legal actions to implement these policies, which help to reduce the likelihood of road accidents. Additionally, drivers will be more aware of the consequences of using cell phones while driving. For example, if a person knows they face serious consequences, including penalties, for using their phone while operating a vehicle, they are unlikely to break the rules and will follow the instructions properly.
To conclude, A driver's irresponsible behavior can impact others' lives in several ways. I firmly believe that making it illegal will definitely decrease the number of road collisions. The government should ensure that these rules are properly followed.

Task Achievement / Task Response — Band 7.0
The response addresses all parts of the prompt, clearly stating a position in favor of banning mobile phone use while driving. The ideas are relevant and supported by a specific example from India, which adds credibility to the argument. The development is logical, moving from the dangers of distraction to the role of legal enforcement. While the arguments are clear, they could be further extended by discussing the counter-argument or the practical challenges of enforcement to reach a higher level of depth. Overall, the response is well-focused and maintains a consistent position throughout.
Coherence and Cohesion — Band 7.0
The essay is logically organized with a clear introduction, body paragraphs, and a conclusion. Paragraphing is used effectively to separate distinct ideas. Cohesive devices such as 'in this way', 'for example', 'moreover', and 'to conclude' are used appropriately to guide the reader through the argument. The progression of ideas is smooth, and the relationship between the distraction caused by phones and the resulting accidents is clearly established. There is a slight mechanical feel to some transitions, but the overall structure is coherent and easy to follow.
Lexical Resource — Band 6.5
The vocabulary is sufficient to convey the message clearly and with some precision. Phrases like 'road users', 'traffic rules and regulations', and 'likelihood of road accidents' demonstrate a good grasp of topic-specific language. There are some minor issues with collocation, such as 'putting their and other people's lives on stake' (should be 'at stake') and 'huge accident' (a more precise term would be 'severe' or 'catastrophic'). However, the range is adequate for the task, and the errors do not impede communication.
Grammatical Range and Accuracy — Band 6.5
The essay uses a mix of simple and complex sentence structures. There is good control over basic grammar, and complex sentences are generally used correctly, such as the conditional structure 'If they use their cell phones, they will ignore the signs'. There are occasional errors, such as the comma splice in the second paragraph ('...in New Delhi, a man was on a video call...') and minor punctuation issues. However, these errors are infrequent and do not cause confusion for the reader. The control of grammar is generally strong enough to support clear communication.
