IELTS Writing Task 2 question
Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.
Do you agree or disagree?

Student answer (Band 7.0)
Clean water is essential for human life and health. While many people believe that governments should provide free water to every household because it is a basic human right, I partially agree with this idea. Although basic water needs should be free, unlimited water supply should not be completely free of charge.
On the one hand, accessing clean water is a fundamental right, and governments should ensure that all citizens have it. Water is necessary for drinking, cooking, and hygiene, which prevents serious diseases. If poor families have to pay high prices for water, they might be forced to drink unsafe water, leading to severe health problems. Therefore, providing a basic amount of water for free can improve public health and reduce ppoverty.
On the other hanid, providing completely free water to everyone can lead to significant problems. First, maintaining water supply infrastructure, such as pipes and filtration systems, requires a large amount of money. If governments do not collect water fees, it may be difficult to maintain these services. Second, if water is entirely free, people might waste it by overusing it for washing cars or filling swimming pools. This could lead to a serious shortage of water resources in the future.
In conclusion, I believe that water is a basic right, but it should not be entirely free without limits. Governments should provide a free quoita for basic daily consumpition to every household, but charge a fee if people exceed that limit to prevent waste.
