IELTS Writing Task 2 question
Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.
Do you agree or disagree?
Give reasons for your answer and include any relevant examples from your own knowledge or experience.
Student answer (Band 7.0)
Access to clean, hygienic water is one of the fundamental basic human rights. However, i personally believe clean water should not be free. This is mostly because some people would take this access for granted and waste large quantities of water.
Although there are some underdeveloped remote human settlements that critically need a cheaper source of clean water. It is still significantly economically challenging for governors to be able to send water free of charge due to several challenges such as underdevelopment and transportation costs. Although such rural areas needs this access more than any other areas. It is simply too much of a financial burden to implement free clean water source programs without interventions.
However, cities and other urban areas are a different story. Hygienic water is generally much cheaper there than it is in rural areas. The biggest issue in making water there free would be that some people will begin wasting vast amounts of clean water. Additionally, the earth has quite a limited source of clean river water. Having cities full of people taking hygienic water for granted would mean our already limited source of water will get depleted at an even greater rate. Moreover, there are no current technologies that can create a sufficient source of clean water without major problems. But this issue can be avoided by just not allowing access to clean water free of charge in urban areas.
In conclusion, urban areas should be the last to have access to free clean water and with current technology, access to free clean water anywhere seems too difficult at present.

This sentence is incomplete and should be joined to the following one. Improving the flow between sentences would enhance the overall coherence.
