IELTS Writing Task 2 question
Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.
Do you agree or disagree?
Give reasons for your answer and include any relevant examples from your own knowledge or experience.
Student answer (Band 7.5)
Access to clean water is a basic human right. Therefore some people believe that every home should have a water supply which is provided free of charge. I partly agree with this statement because everyone should have access to clean water but providing unlimited water for free may create some problems.
On the one hand, clean water is necessary for people's survival and health. Many people around the world still struggle to get safe drinking water because of poverty. If governments provide free water for households it can help these people and reduce health problems caused by using unsafe water sources. For example, in some developing countries the government supports poor families by giving them access to clean water at a lower cost or for free.
On the other hand, making all water supplies completely free can be difficult for governments. Water systems require a lot of money for cleaning, transportation and maintenance. If people do not pay anything for water, governments may not have enough funds to improve these systems. In addition, free water could encourage people to waste it because they do not need to worry about the cost.
In my opinion, everyone should receive a certain amount of free water because it is essential for life. However, people should pay for extra usage to prevent waste and help maintain water supplies.
In conclusion, clean water should be available to everyone, but I do not think that unlimited water should be completely free. A system where basic needs are provided while extra consumption is charged would be the most practical solution.
