IELTS Writing Task 2 question
Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.
Do you agree or disagree?
Give reasons for your answer and include any relevant examples from your own knowledge or experience.
Student answer (Band 7.0)
Clean water is the most vital resource for human life and a fundamental right for every person. Because no one can survive without clean water. I agree that every home should receive a basic supply of water completely free of charge.
The primary reason is that everyone needs water to live. Charging money for this basic resource hurts poor and low-income families the most. For example, if a family cannot pay their water bills, their water gets shut off. This causes immediate problem with cleanliness and sickness. Providing free water ensure that nobody suffers simply because they cannot afford it.
The secondary reasons include huge health benefits and money savings for the public. when government's give free water so anyone can take it. For example, south Africa has a free basic water policy. This program successfully gives a free monthly supply water to poor and low-income family. It proves that free water keeps communities healthy.
On the other hand, some people believe that free water leads to massive waste and creates huge financial trouble for government budgets. Without a price tag, regular people do not care about saving water, which can quickly go local lakes and reservoirs. Other, fixing old water pipes and running water cleaning plants costs a lot of money every single year.
In conclusion, ever though infrastructure costs and saving water are very important issues, water is still a basic human right that must be protected. Government can easily solve this problem by giving a free basic amount of water daily.
