Student answer (Band 6.5)
Many people believe that access to clean water is a basic human right. Therefore, every home should have a water supply that is provided free of charge. I completely disagree with that the given statement.
Firstly, clean water is necessary for drinking, cooking and maintaining hygeine. Without access to safe water, people are more likely to suffer from diseases such as cholera and diarrehoea. Therefore, governments should ensure that every household receives a basic amount of clean regardless of income.
However, supplying unlimited water free of charge would place a heavy financial burden on governments. water treatment facilities, storage system and distribution networks requires continues investment. Moreover, if people are not required to pay anything they may use water irresponsibly, resulting in unnecessary waste. Charging a reasonable fee for excessive consumption encourages water conservation.
In conclusion, although access to clean water is a basic human right and governments should guarantee a minimum supply for every household, I believe that charging for additional usage is necessary to cover costs and promote responsible consumption.
