Student answer (Band 7.0)
Clean water should be free and accessible to everyone, as it is a fundamental human right. I agree with the first part of the argument that water should be supplied to every home, but disagree with the second part, as without charging any amount, will make it difficult for the state to provide the water supply nationwide.
Water is a basic necessity of human, required at every home for several purposes such as cleaning, cooking, and drinking. If there is an absence or inadequate amount of clean water, people will rely on dirty water, which may leads to water born diseases like cholera and diarrhea as well as skin infections. In result, medical burden will increased and clinical challenges will occur. For instance, in Thar, a city located in Pakistan, there is lack of clean water and people use unhealthy water for drinking and cooking food, which results in huge number of gastroenteritis patients every year.
Although, It is government's is responsibility to make it available for every individual. However, it may cost substantial amount of funds for infrastructure, such as pipe lines, dams, and tanks as well as for techniques to make it clean and drinkable. Providing free of charge water will cause difficulty to make it readily available. Instead of supplying it cost-free government should subsidize it, so every one could access clean water at a reasonable cost.
In conclusion, the stake holders should take necessary actions to supply clean water to every home at a affordable price.

Task Achievement / Task Response — Band 7.5
The response addresses all parts of the prompt, clearly stating a position that agrees with the right to water but disagrees with the 'free of charge' aspect. The ideas are relevant and supported by a specific example from Pakistan. However, the development is somewhat limited; while the argument regarding infrastructure costs is sound, it could be expanded further to reach a higher band. The conclusion is brief but summarizes the position effectively. Overall, the response is well-focused and maintains a clear stance throughout.
Coherence and Cohesion — Band 7.0
The essay is logically organized with a clear introduction, body paragraphs, and a conclusion. Paragraphing is used appropriately to separate the necessity of water from the economic argument. Cohesive devices such as 'For instance', 'Although', and 'Instead of' are used to link ideas. However, there are some minor issues with flow, such as the slightly awkward transition in the second paragraph ('In result, medical burden will increased'). Despite these minor mechanical issues, the progression of ideas remains clear and easy to follow.
Lexical Resource — Band 6.5
The vocabulary is generally adequate for the task. The student uses some topic-specific terms like 'infrastructure', 'subsidize', and 'gastroenteritis'. There are some word-choice errors, such as 'water born' (should be 'water-borne') and 'medical burden will increased' (should be 'increase'). While the range is sufficient to convey meaning clearly, it lacks the sophistication and precision required for higher bands. The repetition of 'clean water' could also be improved by using synonyms or paraphrasing.
Grammatical Range and Accuracy — Band 6.5
The essay demonstrates a mix of simple and complex sentence structures. There are several grammatical errors, including subject-verb agreement issues ('medical burden will increased') and punctuation errors ('Although, It is government's is responsibility'). Some phrasing is slightly unnatural, such as 'without charging any amount, will make it difficult'. While these errors are noticeable, they do not impede communication. To improve, the student should focus on verb tense consistency and reducing redundant words like the double 'is' in the third paragraph.
