IELTS Writing Task 2 question

Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.

Do you agree or disagree?

Give reasons for your answer and include any relevant examples from your own knowledge or experience.

Student answer (Band 7.0)

It is essential for humans to have biological fundamentals like foods for nutrients and getting enough sleep. The most important human need is water without any doubt or argument as it is impossible for human to survive without access to water.

In my opinion, I disagree to an extent with this statement due to the fact that although we implement water supply to all households, the people who actually need clean water supplies cannot get benefit from it. Majority of the citizens with a place to live, no matter if it's small or big, they are very likely to be able to afford their basic needs like water, foods, clothings, and transports. However, the people who really require the supply and support is the unprivileged, lower class such as the homeless. Implementation of water supply in houses won't matter to homeless people, it will only be helpful to those who are already able to get access to clean water. As a result, even though the water is provided free of charge, there are still people suffering for water, which means it doesn't change the basic problem. Therefore, one of the main reasons I disagree to this statement is because the number of people who needs access to water will still remain similar, as it only gives advantage to certain group of people.

Another reason I disagree to this statement is because of the financial problems it could have. Every household being provided with free water supply indicates that the government will be the one paying all the bills instead. This could be hardly managed or even impossible for some countries, as they would have to take care for distilling the water as well as making sure that all houses get enough water. Consequently, this may lead to lack of budget going into other purposes which can benefit the public more, such as healthcare systems. Moreover, for the companies providing clean drinking water would face severe issues as there would be huge decrease in their sales, affecting private businesses.

Therefore, another reason I disagree is because of the possible financial problems.

Lastly, this could result in lack of awareness in the importance of water. Even though we say that more than half of the planet are formed from water, there are advanced technology involved in the process of making a clean water where everybody can drink safe. Citizens need to know the importance of water and only use for purposes that is really in need not wasting them. Providing water for free can lead to overuse of water in unnecessary places.

In conclusion, although providing access to free water supply in each house may have positive impact that some people won't have to worry about spending money on water, there are other disadvantages and problems that outweighs the advantages.
