IELTS Writing Task 2 question
Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.
Do you agree or disagree?
Give reasons for your answer and include any relevant examples from your own knowledge or experience.
Student answer (Band 7.5)
Human body is made up of 70% water highlighting its necessity for basic bodily functions. Considering the importance of water for human body and the fact that it is naturally formed, I agree with the notion that the water supply should not contain any additional costs.
The primary reason as to why supply of water should not bear cost is because of its crucial necessity to human body. The bodily functions such as digestion, hormone production and stability of body and mind, all require water. If charge exists for it and some one cannot afford it, then that can result to serious consequences and in the worst-case scenario even death. A relatable incident occurred in India in 2014, where a village head started to charge people for using a common well, which was the only source of their drinking water. This resulted into the mortality of 3 villagers who could not manage that cost and died of thirst. Because of its grave importance of human survival, water supply should be accessible to everyone for free.
Moreover, existence of water is natural and is not manufactured by industries. Although the treatment of water for any parasites or germs may require some effort for the water distributing businesses, the collections of different taxes from citizens by the government should at least ensure that basic human right is met without costs. For instance, although not completely free, the government of Nepal provides heavy subsidy for drinking water to ensure it remains affordable to all. Since a developing nation is able to initiate such an effort, developed nations with high GDP should find the idea of delivering water supply for free to be feasible.
To sum up, access to clean water being a basic human right as well as its massive requirement as a part of healthy human diet, it should be accessible and available freely to everyone.
