IELTS Writing Task 2 question

Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.

Do you agree or disagree?

Give reasons for your answer and include any relevant examples from your own knowledge or experience.

Student answer (Band 7.0)

Some people argue that everyone should be treated equally that should get clean water without paying any fee. In my opinion, i totally disagree with it because human beings should have the responsibility for the water bill charge to avoid overuse and most government would have subsidized citizens who have financial problems.

Firstly, water is one of the precious natural resources globally following industrial and domestic water pollution. Individuals should get the responsibility to pay the charge of the water bills in order to avoid some negative behaviour to waste this resource. If water supply is free of charge, some people may overuse it. For instance, some selfish residents take a bath using bath tub instead of taking shower. The amount of water spending on taking bath is at least four to five times than that of taking shower. Therefore, water charge can be acted as a measure to prevent people from wasting water.

Moreover, most governments would provide subsidize to individuals who cannot afford to pay the water bills, so it would not be a factor for poor people to access clean water supplies. Furthermore, the government can consider posing tax on water bills. The levy collected can be used for reducing water pollution and building infrastructures for filtering and recycling polluted water. For example, in Hong Kong the water in the toilet for flushing is not the drinking water. As a result, the clean water supply can be saved while the unfiltered water can be fully utilized, which is very environmental friendly.

In conclusion, I would argue that individuals should be given clean water without free supply. It is mainly due to the citizens’ responsibilities. Also, the governments have measures to make sure those with financial burdens are accessible to clean water, which they have equal opportunities.
