IELTS Writing Task 2 question

Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.

Do you agree or disagree?

Give reasons for your answer and include any relevant examples from your own knowledge or experience.

Student answer (Band 6.5)

As we know, drinking water is a most basic needs of living creature to survive. A access to clean water is a basic human right, thus I agree that every house should have a water supply free of cost.

Clean water is a regular needs of human life as it is useful in many things like drinking, cooking food, cleaning, washing. Thus, government should facilitate it's citizens water free of cost. The citizen has been giving tax in every things like food, education ,health. For instances many developed countries are providing facilities like education , health, transportation free of cost to their citizens . As Nepal has a rich resources of fresh water, I think by implementing a proper budget, law and policies government can provide a water supply free of cost to every house.

Although, many individuals think that a small fee should be charged in order to keep maintainence and operate regularly. But in my views, the government has enough budget to carry out policies and regulation related to this and should be able deliver water free of cost to its citizens as it is the most basic needs of human life. This will help to achieve right to clean water and also to improve ones health and quality of life as well.

In the conclusion, while charging some fee might seem necessary but beacuse if rich fresh water resources and citizens have been giving tax to nations in every things. So the government should make policy or provide water free of cost as its the most basic and important needs of living creatures not only humans.
