IELTS Writing Task 2 question

Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.

Do you agree or disagree?

Give reasons for your answer and include any relevant examples from your own knowledge or experience.

Student answer (Band 6.5)

Until recently, there have been enormous changes in the way people lives are affected by water. In this ultra modern epoch, it is often argued that the citizen should get water without any expense. But, I disagree with the given statement and all the reasons behind my perspective will be elaborated in the subsequent paragraph.

Fundamentally, it entails myriad of reasons and the predominant one is wastage. This is because it is widely acknowledge that when individuals have free access of anything, then they does not give respect to free stuff. Therefore, government should charge their citizens for the use of water. Moreover, government expenditure is also one of the grave reasons. Even though, government have different ways to collect revenue, but authorities cannot run a department without income. To cite an example, government is responsible for the education and healthcare of their citizens and they have to spend billions of dollors on it, if authorities start giving free bees to like water with a loss making department, then how government will look on other factors.

On the other hand, it is also true that there are certain individuals who cannot drink water by themselves. Poverty plays pivotal role in some countries where everyone cannot buy water. what could be a better example than India, where population is one and half billion and a big number is living in poverty. Therefore, everyone is not in situation to purchase water with their income.

To conclude, it can be restated that although various people believe to give water for free, but i assert that wastage and government expense have towering influence on individual.
