IELTS Writing Task 2 question

Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.

Do you agree or disagree?

Give reasons for your answer and include any relevant examples from your own knowledge or experience.

Student answer (Band 7.0)

Access to clean water is a fundamental human right because it is essential for health and survival. I strongly agree that every household should receive a basic supply of clean water free of charge, although excess consumption could reasonably be charged.

Firstly, clean water is necessary for daily life and maintaining public health. People need clean water for drinking, cooking and personal hygiene. If families cannot afford it, they may be forced to use contaminated water, increasing the spread off waterborne diseases and placing additional pressure on healthcare system. Providing every household with a basic amount of free water would help improve public health and reduce social inequality. This also helps in maintaining public health by giving them fresh water to use.

Secondly, access to free water promotes fairness and social welfare. Governments have a responsibility to ensure that citizens can meet their basic needs, especially low-income families, older people and disabilities. These people often need support for their survival by administrations by providing them basic needs for free of charge, help them to live peacefully in the world However it does not mean that unlimited water should be free. Charging for excessive use encourages water conservation and helps protect this valuable natural resource.

In conclusion, I firmly agree that every household should receive a basic supply of pure water without any charge because it is essential for life and public health. Nevertheless, charging for water used beyond basic needs is a practical way to prevent waste and ensure sustainable use.
