IELTS Writing Task 2 question

Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.

Do you agree or disagree?

Give reasons for your answer and include any relevant examples from your own knowledge or experience.

Student answer (Band 6.5)

When the topic of water is discussed, there are some people believe that access to clean water is a basic right for everyone. For that the charge of water is provided free of charge for every home. I firmly disagree with this notion. My viewpoint is explained further.

To justify my viewpoint, one key point is that, when the water is provided without any charge that often leads to people not aware about the value of it. As a result, the usage of water becomes secondary priority for everyone. Therefore, it's necessary for individuals pay the bill for water usage of their own. To add to this, it priorly affects the economy. When the authority puts immense effort for purification that often leads to huge amount of finance. Consequently, the management of water sources also require funds for it. For instance, filtration plants are mainly concern to increase in number as well as maintaining proper equipment. Therefore, the maintenance is essential.

Another significant factor is that, when the government provides water without any charges, it encourages people to do excessive use of water. Therefore, they are wasting a water when they do not need it.

However, other people claim that water is primary source for daily routine. Some people cannot afford the charge of water. They are considered into below the poverty line. They often lead issues for this demand.

In conclusion, Although water is a basic source and right of citizen, it also requires the financial support, value of water as well as too much usage of water often creates some problems. Thus, authority should take some steps to mitigate this problem.
