Student answer (Band 7.0)
Clean water is one of the necessities that individuals need to use on a daily basis. For this reason, some believe that governments ought to provide households with free water. I disagree with this statement as it may put a strain on financial departments and encourage the general public to overuse.
First and foremost, it will consume a significant amount of public money if elected officials decide to provide free water. Besides basis human needs, there are still several aspects of society that we need to consider, such as education and employment. For instance, allocating more resource to water supply in some remote areas, namely Tibet, results in less resource can be used for young people who are trying to reach an achievement in an academic field, which is not a sustainable approach. In addition, it is must considered that ordinary families might consume more water than usual under the circumstance that governments provide free water, leading to unnecessary waste.
On the other hand, the intention of providing free water is understandable, yet we need to put this thought into action strategically. For example, instead of allowing everyone to access free resources unlimitedly, authorities can focus on underpriviliged communities where residents do not even have sufficient money to pay for bills. The underlying idea is that we should not waste the public money, but need to pay attention to people who cannot make ends meet. Additionally, an incentive machnism may be needed, governments can introduce policies that reward households using less water and charge higher price for overused water. As a result, citizens will be more responsible for their usage of water, fundamentally changing the current situation.
In conclusion, providing free water without any restriction has negative impacts on the financial system and may even cause households to waste natural resources. In order to strike a blance, governments can prioritize some remote areas first and implement policies that encourage people to bear their responsibilities.

Task Achievement / Task Response — Band 7.5
You have clearly addressed the prompt, maintaining a consistent position throughout the essay. Your arguments against universal free water are logical and well-supported by examples, such as the mention of resource allocation in Tibet and the potential for waste. You also provide a nuanced counter-argument by suggesting targeted support for underprivileged communities. The ideas are well-developed, and the response is fully relevant to the task. To reach a higher band, ensure that your examples are always fully integrated; for instance, the link between water supply and academic achievement in Tibet could be explained more explicitly to strengthen the logical flow.
Coherence and Cohesion — Band 7.5
The essay is logically organized with a clear introduction, body paragraphs, and conclusion. You use cohesive devices effectively, such as 'First and foremost', 'In addition', and 'On the other hand', to guide the reader through your arguments. Paragraphing is used appropriately to separate distinct ideas. While the progression is generally smooth, some transitions could be more sophisticated to improve the flow between sentences. Overall, the structure is clear and easy to follow, meeting the requirements for a Band 7.
Lexical Resource — Band 7.0
You demonstrate a sufficient range of vocabulary to discuss the topic with some precision. Phrases like 'put a strain on', 'make ends meet', and 'incentive mechanism' show a good grasp of collocation. However, there are some minor inaccuracies and spelling errors, such as 'underpriviliged' (underprivileged) and 'machnism' (mechanism). While these do not impede communication, they prevent the essay from reaching a higher band. To improve, focus on using more academic collocations and ensuring accuracy in spelling for more complex terms.
Grammatical Range and Accuracy — Band 6.5
You use a mix of simple and complex sentence structures, which is appropriate for this task. There are several grammatical errors, such as 'it is must considered' (it must be considered) and 'less resource can be used' (fewer resources could be used). Additionally, there are minor issues with article usage and subject-verb agreement. Despite these errors, the meaning remains clear throughout the text. To achieve a higher score, focus on refining your control over passive voice constructions and ensuring consistent verb forms in complex sentences.
