IELTS Writing Task 2 question
Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.
Do you agree or disagree?
Give reasons for your answer and include any relevant examples from your own knowledge or experience.
Student answer (Band 7.0)
One of the fundamental rights for mankind is access to pure water. Many people argue that water supply should be free in every house.
I completely disagree with statement because water supply requires a enormous maintenance cost and people will waste water.
One major reason why I disagree with the statement is people will waste water without any consideration. This is because many people don't understand the value of water. Consequently, they will overuse water, open the tap of water supply without any reason. For example, many children play with water by running the tap of water supply, many senior citizen forget to turn off the tap. If the water supply is not free, every individual will be conscious about water consumption . As a result, the waste of water will reduce significantly, and there will be an increase of water supply in every major cities.
Another contributing factor is that water supply requires well developed infrastructure, modern machinery and a considerable amount of budget for employees salaries. To maintain this excessive amount of budget creates immense pressure on the government which directly affect the national economy. If people pay a significant amount of bill for water supply, the quality of water supply will be more improved, and it will support governments to maintain this huge cost. For instance, many developed countries take water supply payment with their tax. In my opinion, instead of giving pure water totally free of cost, a significant amount charge will improve the quality of water supply and reduce economical pressure on the government.
In conclusion, to get water is basic right for water, so government must ensure water supply in every house. I believe that it should not be completely free to reduce water wastage and they can contribute to the national economy by providing considerable amount of charge.
