IELTS Writing Task 2 question

Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.

Do you agree or disagree?

Give reasons for your answer and include any relevant examples from your own knowledge or experience.

Student answer (Band 7.0)

It is undeniable that pure water is essential for our survival. Due to this fact, some argue whether every household should receive a water supply that is free of cost. In my opinion, the former notion has, of course some standing point, however, I do believe clean water must not be totally free of charge.

It is true that there are some reasons to make water a complimentary living item. People contend that, as water is one of the most abundant compounds in our world, it should be an item that is have to be paid for by the consumers. Moreover, as most individuals now living in a rented apartment, they stand behind the fact that cost of water is already included in the rent and should not have to be paid separately.

Nevertheless, as of 20th century, water crisis is increasing exponentially. Construction of massive AI centres is the one of the main culprits behind this reason as they consume enormous amount of water to cool themselves. As a result, the burden of providing clean water to every house without any incentives would pose a heavy toll on the government. Additionally, even to use water in own apartment, one has to pay the electricity bill in order to uplift water from beneath the soil. Moreover, paying for water will surely make consumers more vigilant about how they are using this scarce commodity.

In conclusion, water service should never be free. The best can be done by the government is to reduce the cost, so that people can enjoy some degree of freedom.
