IELTS Writing Task 2 question

Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.

Do you agree or disagree?

Give reasons for your answer and include any relevant examples from your own knowledge or experience.

Student answer (Band 6.0)

One of the basic needs of human is to have a water to drink, that is why it is important that each home should have a water supply that is safe for drinking. Since water is significant, government should provide it for free in the community.

I know that government needs money to run a nation. It needs a budget for its infrastructures, offices, government projects, salary for the government officials and employees in order to have a peaceful and harmonious place to live in. One of these many projects is the water supply that run from the source to the houses. They should make it sure that the water is not contaminated and safe to drink. In order to comply all these things government needs a huge budget.

Even supplying water is not easy, it doesn't mean each establishment including homes should pay a charge for it. In my own points of view, The government could find some ways to earn money to spend the expenses for water supply such as regulating higher taxes to those products that is not necessarily important and unhealthy.
