IELTS Writing Task 2 question

Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.

Do you agree or disagree?

Give reasons for your answer and include any relevant examples from your own knowledge or experience.

Student answer (Band 6.5)

Access to clean water is essential for human survival and is widely recognised as a basic human right. While I agree that everyone should be guaranteed access to safe drinking water, I disagree that all household water should be supplied free of charge. Instead, governments should provide a basic amount of free water and charge for excessive use.

Firstly, every person should have access to clean water regardless of their financial situation. Water is necessary not only for drinking but also for cooking, cleaning and maintaining good hygiene. Without a reliable water supply, people are more likely to suffer from serious diseases and poor living conditions. Therefore, governments have a responsibility to ensure that every household receives enough clean water to meet its essential daily needs. This policy would improve public health and reduce social inequality.

However, making all water completely free would create a number of problems. Treating and distributing water require significant investment in infrastructure, technology and maintenance. If consumers were not required to pay anything, governments would face enormous financial pressure. Moreover, people tend to value resources less when they are free, which could lead to unnecessary waste. This would be particularly harmful in areas where water is already scarce due to drought or climate change.

In conclusion, although access to clean water is a fundamental human right, I do not believe that unlimited water should be provided free of charge. A fairer and more sustainable solution would be to guarantee every household a basic free water supply while charging for additional consumption. Such a system would protect people's rights while encouraging the responsible use of a valuable natural resource.
