IELTS Writing Task 2 question
Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.
Do you agree or disagree?
Give reasons for your answer and include any relevant examples from your own knowledge or experience.
Student answer (Band 5.5)
Clean water is an essential requirement of every creature on earth. Not only humans, but every living being needs water to survive and reproduce. The Universe has granted the earth with amazing water reserves and all the individuals have complete rights to those water resources for their survival.
I fully acknowledge the fact the access to clean water is a basic human right. It's neither a luxury nor a facility, but it is a basic necessity. Therefore every home should have a water supply that is provided free of charge. There are billions of water reserves in the world yet a lot of underdeveloped areas lacks sufficient water supply. They don't have access to clean drinking water and such issues are also overlooked by the government.
With such situations, it's cruel to charge an amount for water supply. The policy makers should first make sure water supply is adequate at every corner of the world and no underprevilaged or elite society is deprived of water usage before charging an amount. It's a gift of nature for all the living beings irrespective of their cast, race, and class, and should be provided free of cost. However, the government can definitely consider a nominal fees for supplying maintenance but only from the people who can afford. No underdeveloped societies should be forced to pay. It should be made mandatory across all countries.
In the matter of fact, some people believes that water supply should come with an amount. I don't agree to this perspective. You can not cash the nature. It's a blessing of god with no supplying limitations. A minimal maintainence fee is justified, but a full-fledged water bill doesn't make sense from any aspects. Water flows freely, it should be available freely. It's a renewable resource which can not be end with consumption, thus, charging an amount for water supply isn't justice.
In conclusion, I strongly support that every home should have a water supply that is provided free of charge. It's a basic human right which should be made free for all humans.
