IELTS Writing Task 2 question

Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.

Do you agree or disagree?

Give reasons for your answer and include any relevant examples from your own knowledge or experience.

Student answer (Band 6.0)

Access to clean water is widely recognized as essential for survival. Because of this, some argue that for household should recieve free water supply. While i agree that government have a responsibilities to to ensure basic access of water. I believe that providing free water to all homes is not a practical solution due to waste and cost.

Those who support free water argue that it is fundamental human right. Water is necessery not only for drinking but for various other purposes like washing utensils, washing clothes, planting and cleanliness. The people who do not drink clean water they often suffer from various diseases then they had to visit doctor for medical treatment which disturb their budget. For low income families, water bills can be significant budget burden. Making a basic amount of free water would guarantee that even a poor citizens can meet their essential needs. For example, in Scotland, each household recieves 100 liters per day free, which has helped to reduce illness among vulnerable groups.

However, I disagree with the idea of completely free and unlimited water several reasons. Firstly, if people do not have to pay they are more likely to waste. Activities like gardening, long shower washing cars increase dramatically. Secondly, providing clean water involve many costs. Government should pay for purification, infrastructure and maintenance. If water is free burden will fell on taxpayers.

In conclusion, I accept that clean water is basic human right. But I do not support free water. A balance system povide a good and clean environment.
