IELTS Writing Task 2 question
Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.
Do you agree or disagree?
Give reasons for your answer and include any relevant examples from your own knowledge or experience.
Student answer (Band 6.0)
One of the basic human right is access to clean water. However I disagree with the statement that the water supply should be provided free of cost to every home because the government has to operate on a high cost to supply water in our homes and if water supply is free of cost, then many people would waste it more.
Water that we get in our homes come originally from various sources like canals, oceans and seas. The majority of water present in it is salty and contains many impurities so it is passed through a extensive pipeline before it reaches our homes. This pipeline consists of many steps like removing salts, removing large sized particles, eliminating micro impurities and adding minerals. All these steps have a high cost of maintainance and initial setup initially making it very difficult for a government to make it absolutely free of cost to people. Waste water management is other thing which operates on a very high cost.
Even if government makes the water supply free of cost to citizens, people would waste more water because they do not have to pay for any of it. The increase in wastage of water has a direct serious consequence of reduction of clean water on earth. The effect of wasting water will not feel much today but in future generations, shortage of clean water could be a major issue. This is the reason why US government has kept water tax in the country so that people would become more careful while using water.
Therefore, it can be said that even though clean water is a basic human right, water supply in homes should be provided at a certain price because not only government pays too much cost to provide it but also keeping price in water would make people more aware to save water.
