IELTS Writing Task 2 question

Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.

Do you agree or disagree?

Give reasons for your answer and include any relevant examples from your own knowledge or experience.

Student answer (Band 6.0)

Clean water is essential for mankind survival , but people have different views on whether water supply should be free or not. While it has been suggested that water should be free of charge for every one as it a basic need for humans, I firmly believe that Individuals should pay certain amount for water supply, with this they will value the natural treasure more and use it effectively.

Excess use of water remains a pivotal factor for the wastage of water. Those who pay for water supply, use limited amount of water, they have to pay at the end of the month for water usage. This will not only save the natural treasure; water, but also help people to be aware of any water leakage in home, which ultimately limit the amount of water wastage. These example examples illustrate that water should be charged by the government.

An equally significant factor is the maintenance cost of water pipes and the water system, which require huge amount of money. If people do not pay for water supply, the water supply department would unable to repair, because of insufficient funds for repair. What many people fail to recognize is that water supply system require various pipe network in order to deliver the water to everyone 24 hours. Beyond repairing, sanitizing and water cleaning process is also require money and workforce. This process require huge sum of money, because of that it is essential for people to pay their water bill every month, for supply of water everyday.

In conclusion, the issue of whether water should be free has strong arguments on both sides. However, from my standpoint, I believe that water should be not totally free, as this can save water wastage and act as a course of income for water department.
