IELTS Writing Task 2 question
Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.
Do you agree or disagree?
Give reasons for your answer and include any relevant examples from your own knowledge or experience.
Student answer (Band 6.0)
Natural resources are precious and a part of the global responsibility to protect them. There is an ongoing debate, whether governments should provide basic need such as water without charges or not. In my perspective compeletly free water supply is not a wise decision for country as well as authorities.
Eventually, people cannot understand an importance of unachievable resources without paying a certain amount. For instance, if governments conduct a law to distribute free water supply, then it might be result in shortage. It is because of people would start using it excessively. Another noteworthy aspect is to preserve rain water, authorities have developed multiple programes, for example Sardar Sarover Dam. Afterall, to conduct such programes financial support is mendatory. Hence, goverments should charge a little amount of tax to provide and develop such technologies and events.
Though charges are necessary for development and protection of water, population of countryside areas cannot afford heavy tax and high amount of water bills. As a result, medium and lower income groups really deprive for basic human needs, which is unfare because ultimately everyone has rights on natural resources. So, governmemnts should organise non-payable water availibility for people who really need and make sure they will not waste it.
To conclude, cooperative approach between authority and public plays a crucial role. Low and effective charges are the better solution in favor of the both- middle class families and governments as well. So, it is a moral responsibility of people to save water and use it wisely and governments to not put high charges on it.
