IELTS Writing Task 2 question
Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.
Do you agree or disagree?
Give reasons for your answer and include any relevant examples from your own knowledge or experience.
Student answer (Band 6.0)
Access to clean water is a undoubtedly a basic human right , and i strongly agree that every household should have access to a safe water supply. However, i do not believe that water should necessarily be provided completely free of charge.
Firstly, clean water is essential for human survival and good health. People need it for drinking cooking, washing and maintaining hygiene. If water were unavailable to unaffordable , low-income families could face serious health problem. Therefore, governments should ensure that every household has access to a minimum amount of clean water, regardless of its financial situation . This could help reduce diseases and improve living standards. Government have a responsibility to protect public health. When people have access to clean water, the spread of waterborne diseases such as diarrhoea and cholera can be reduced .
On the other hand, providing unlimited water completely free of charge could lead to unnecessary waste.Water treatment , storage and transportation require significant amount of money and energy. For example , some household might leave taps running or use excessive amount water of gardening and cleaning .I believe there should be a limit of the amount of water provided for free. People who use large quantities for swimming pools, garden or other unnecessary purpose could be required to pay.
In my opinion, government should provide a basic quantity of clean water free or at a very low cost, while charging for a excessive consumption. This approach would protect people's basic right while also encouraging responsible use of this valuable resources.
