IELTS Writing Task 2 question
Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.
Do you agree or disagree?
Give reasons for your answer and include any relevant examples from your own knowledge or experience.
Student answer (Band 6.0)
In recent years, there has been ongoing debate about whether access to clean water should be free of charge by government. From my perspective, although access to clean water is a fundamental humans right, it should not be provide entirely free of charge, for decrease government financial burden.
On the one hand, why clean water should be provided by government totally free. For example, some poor and low-income households may unable to afford even basic water bills, there basic needs cannot be fulfil, which may lead health risk. This is particularly important in regions where access to clean water is limited, making it difficult for people to maintain hygiene and daily living standards.
However, provided free of charge water to individuals may lead overconsumption and more waste of water. When people not have to pay charge for any service, they use it without responsibility. They not take care of water waste. Moreover, people waste water so its lead government in financial burden. For example, If water charge could be charged so people use it when its necessary and do not waste water for unnecessary work.
In my opinion, water should not be free of charge. Government have to find a third way for this, they have to charge water price to consider they state per person income and charge water charge.
In conclusion, while access to clean water is a fundamental human right, it is not practical to provide it entirely free of charge, as this may lead to overconsumption and place a significant financial burden on governments.
