IELTS Writing Task 2 question

Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.

Do you agree or disagree?

Give reasons for your answer and include any relevant examples from your own knowledge or experience.

Student answer (Band 6.0)

access of clean water is undoubtedly very basic and essential need of humans. It is very fundamental necessity of humans but as per my opinion i disagree with a view that every government should provide water supply to each and every home with any cost. however, government should provide basic and essential water supply for free but also has to right that they can charge on excessive consumption of water.

The strongest argument for providing water free of cost is that nobody should be deprived of clean water just because of poverty. clean water is necessary for drinking, cooking and maintaining a basic hygiene. in that case a low income family will struggle if essential resources are also being charged. for example in developing area or society the people spend their major portion of household income in basic and essential resources. at that time providing a minimum quantity of water at free of cost will improve their life and health. it would also prevents disease comes from contaminated water supplies.

although it is essential, it also creates serious practical problems. water treatment, purification, maintenance, pumping and distributing systems require high investment, and these costs also has to be paid by someone either through taxes or through some utility charges. more importantly if water has no charges, people will use this essential resource with carelessness and will use it in excessive way like extra gardening, washing vehicles with plenty of water or leaving taps running.

In conclusion, clean water should should be universally accessible, this does not mean that essential resource should provide totally free. guaranteeing a basic supply while charging on excessive consumption is fairer way to approach.
