IELTS Writing Task 2 question

Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.

Do you agree or disagree?

Give reasons for your answer and include any relevant examples from your own knowledge or experience.

Student answer (Band 6.0)

One of the fundamental human rights is access to clean water. As a result, some people believe that water should be supplied to every houses free of cost. I highly disagree with this statement as people tend to misuse resources when they don't have any monetary value and additionally, keeping the water clean requires money, as well.

Water is must for living. It is the basic human rights of people to able to use water, like the air we breath into. However, every natural resources has a definite limitation. It can not be used infinitely. But when people get something without spending money, they don't utilize them with care. It is reported by several newspaper that people are keeping sinks and taps open in their households. This happens because people don't have to think about the water bill. Hence, the water level under the ground is slowing depleting which is a great concern for human kind.

On the other hand, every year, the government has to spend a good amount of money in keeping the water clean. Water pollution is a common scenario in the big cities and towns. Due to urbanization, more factories and apartments have been established which resulted in dropping waste products on the water bodies even more. Hence, purifying water before supplying to the households is must needed. From the small contribution of the people, the amount expended on providing clean water can be managed.

In conclusion, even though people has every right to have clean water free of charge, monetization is essential to prevent any misuse of this natural resource and at the same time, help the government in purifying the polluted water into the useable one.
