IELTS Writing Task 2 question

Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.

Do you agree or disagree?

Give reasons for your answer and include any relevant examples from your own knowledge or experience.

Student answer (Band 6.5)

Water is a basic survival need for any human being. I agree that a person should not have to pay for such a basic necessacity.

Clean water supply to every household should be free of change because water is a basic human need, it is one of the thing that is independent of lifestyle and without it, the survival itself comes at risk. Such a necessacity should not be dependent on a person's ability to pay. Additionally, if the supply of clean water is not free of charge, then companies who makes water filter may increase the prices because of its demands, which might make clean water unaffordable for people with weak economic background. Without clean water, they might get affected by various infections.

While clean water is necessary and should be supplied for free, its over utilisation should be guarded. The ground water, which is one of the prominent source of household water, is a natural resource and utilising it without a limit can put it on risk. This can be solved using a non-chargable water supply upto a limit that is sufficient for daily use of a family, amout of water utilised over the limit should be charged, and a maximum capacity limit should also be fixed per household to stop further utilisation or accidental overutilisation.

In conslusion, I agree that the supply of clean water to every household should be made available free of charge. But I do concede that overutilisation should be prevented to make sure that a natural resource should not be wasted.
