IELTS Writing Task 2 question

Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.

Do you agree or disagree?

Student answer (Band 7.5)

In my opinion, I completely agree that every home should receive a free water supply because access to clean water is a fundamental human right and essential for public health.

Firstly, water is vital for human survival and hygiene. Without clean water, people cannot drink, cook, or maintain basic sanitation, which leads to serious health problems. According to the World Health Organization, contaminated water causes diseases such as cholera and diarrhea, especially in developing countries. If governments charge for water, poor families may not be able to afford it and will be forced to use unsafe sources. Therefore, providing a basic water supply free of charge ensures that all citizens, regardless of income, can live healthy lives. For example, in many rural areas of Pakistan, communities depend on government-provided water taps because they cannot afford bottled or piped water.

Secondly, making water free promotes equality in society. Essential services like education and healthcare are often subsidized by the government because they benefit everyone. Water should be treated the same way. Charging for water would create a gap between rich and poor, where only wealthy people have guaranteed access. A free supply guarantees that no one is denied this basic necessity due to financial difficulties.

In conclusion, although maintaining water infrastructure costs money, governments have a responsibility to provide a minimum amount of clean water free to every household. This protects public health and ensures fairness. For additional usage beyond basic needs, a small charge could be applied. I strongly believe that providing basic clean water free of charge is essential for every household.
