IELTS Writing Task 2 question

Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.

Do you agree or disagree?

Give reasons for your answer and include any relevant examples from your own knowledge or experience.

Student answer (Band 6.5)

Access to clen water is considered a fundamental right of every individual. For this reason, some people believe that every household should receive water supply free of cost. I agree to this to some extent, however, excessive consumption should be charged.

To commence with one side, the most prominent reason why free water should be available to everyone is because water is a necessity that can not be neglected. Therefore, it is required for human survival and maintaining good health. Individuals require water not only for drinking, but also for cooking, bathing and cleaning. For example, if an low income person is not able to afford the bills of basic water supply, then their health and lifestyle may get affected.

In addition to that, clean water can reduce the chances of diseases. Clean water can decline the rate of health diseases related to contaminated water. For example, the government of a particular country supplies a water tank to the people living in poor house conditions, but while maintaining the amount being used.

Conversely, an opposing view can also be made that water supply should not be provided free of charge. The most prominent reason of this is that it can limit the use of excessive water and water wastage. Supply of clean water with few charges can be a approach that can benefit both the government and its citizens. By charging to some extent for water supply can help government establish more cleaning water systems and if such charges are not applied, then government will have to cover the expense with taxes.

To conclude, there are plethora of benefits of free water supply, however, the few pitfalls can not be neglected. Therefore, clean water supply is a basic human right, but a entirely free supply can be harmful. Thus, governments should supply water with few charges of excessive usage.
