IELTS Writing Task 2 question

Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.

Do you agree or disagree?

Give reasons for your answer and include any relevant examples from your own knowledge or experience.

Student answer (Band 6.0)

I agree with the statement that every household must be provided a water supply free of charge. Water is the baseline requirement for every living being including humans, and monetizing the source of life is not good governance. Example of it can be taken like if a person barely makes ends meet with the increasing inflation in modern times, how is he/ she supposed to pay for water that is his/ her basic right. Water is needed for every work that happens in a day, from cleaning yourselves first thing in the morning to drinking it, so to make someone pay for it is a bad thing. In the old times, people would build communities along rivers and used water how they would like without any payment, but then someone got the idea of making this a business and nowadays you can see Nestle, Aquafina, Evian and many more companies claim that the source of their water line is owned by them. Who gave them the right to own a free water source. Seeing these companies, many governments have started to impose taxation on water supply. The correct way to implement this ruling is that the government take money but only for maintenance of the supply line. As the government is not doing this, more and more houses are shifting to alternatives such as harvesting rainwater and drilling bores in their vicinity to cutoff the supply line provided by government as to reduce their financial stress. And the houses utilize that money in return for maintenance of their own personal water supply system
