IELTS Writing Task 2 question

Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.

Do you agree or disagree?

Give reasons for your answer and include any relevant examples from your own knowledge or experience.

Student answer (Band 6.0)

Access to water is very important to humans' survival. I agree with the statement that water supply should be free for house works. However, I think the free water should be limited to a reasonable amount of water.

To commence with, firstly, the water is essential for human life. Individuals need water for cooking, drinking and washing. In other words, if poor families pay high prices for water they may not be to afford their daily needs. For example, low-income families may find it difficult to pay monthly water bills. Providing a basic amount of free water would reduce their financial burden. Therefore, governments should provide every household a amount of safe water without charge.

Secondly, providing free basic water can reduce inequality in society. Rich people can easily pay their water bills, whereas low-income families may struggle to do so. For example, families living in rural or economically disadvantaged areas may have limited access to clean water. A government-funded water supply could help these people who cannot afford to pay for water.

Shifting towards the, that the water completely free water without any limit increases the water wastage. To elaborate, people use fixed amounts of water for some activities such as car washing and watering for large gardens. Therefore, government should provide a fixed amount of water for these activities free of charge. For instance, if people receive unlimited free water, they may waste it by washing cars or watering gardens however, when citizens receive a fixed limited amount of water they do not waste enough water. As a result, extra usage should be charged.

In conclusion, I strongly agree that every home should receive a basic supply of clean water free of charge because water is essential for life and public health. Nevertheless, additional consumption should be paid for to prevent unnecessary waste.
