IELTS Writing Task 2 question

Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.

Do you agree or disagree?

Student answer (Band 6.0)

These days the supply of clean water should be provided free of cost is a basic human right for every citizen. Some people believe that they should have pay the water bills. In my opinion water should be free for every household and i completely agree with this opinion and in this essay i will support my opinion with example.

Firstly, water is essential for human life charging treats should not consider because authorities should prevent water as zero amount as access of clean water should be the right of every person and clean water can also reduce the overall healthcare burden from the government. Furthermore, underprivileged have not afford the huge amount of bills to be paid for daily essentials. For instance, if they were not have accessed with clean water they might they monetized leading to hygiene and health disparities.

Secondly, some people argued that water supply should not free because when resource usage has zero financial cost, consumers tend to waste it. For instance, leaving taps running, watering lawns excessively. Moreover, a better system might provide a basic monthly quota of water for free, charging money only for luxury consumption beyond that limit. Free water services could drain national budgets, taking funds away from education, transport, or healthcare.

In conclusion, I completely agree that governments should provide residential water free of charge because it is a fundamental human necessity. Ultimately, free access protects public health and ensures social equality, while the necessary infrastructure costs should be covered through general public taxation.
