IELTS Writing Task 2 question

Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.

Do you agree or disagree?

Give reasons for your answer and include any relevant examples from your own knowledge or experience.

Student answer (Band 6.0)

Access to clean water is a fundamental right of every citizen. Therefore every household should have a water source that is provided free of charge. I partly agree with this statement. Although it can help access to everyone particularly to low-income families and avoid health problems, however people can use it carelessly and adds financial burden to government.

To begin with, water is essential for survival. Every individual use it for basic needs such as drinking, cooking, bathing and sanitation. Without clean water it may cause serious health problems such as cholera and other waterborne diseases. It may limit the number of people admitted in the hospitals and can use resources for other major medical problems. In addition, it will help low-income families to lessen their financial stress. Having a free of charge can prioritize other needs such as foods and other daily essentials.

On the other hand, providing water free of charge can cause excessive consumption. When people think that they don’t need to pay for it, they can use of as unlimited supply and unconscious control of usage. For instance, they might leave taps while running or even use it for unnecessary purposes such as daily car washing or gardening. Besides that, it may leave to government finance burdens. Instead of using to other important public sectors such as healthcare, education and infrastructure.

In conclusion, although clean water can avoid certain health problems to everyone and help poor communities to lessen their financial stress. However, excessively use large amount of water can cause government to pay more and will not prioritize other public services.
