IELTS Writing Task 2 question

Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.

Do you agree or disagree?

Give reasons for your answer and include any relevant examples from your own knowledge or experience.

Student answer (Band 6.0)

Access to clean water is a basic human right and every home should have a water supply that is provided free of charge but, somehow it takes charges. Some people argue that every household should receive a free water supply. well, i am agree on this thought that basic human rights should be free off cost.

On one hand, provided a good amount of clean water can improve a health position to a citizen since, food , body cleaning , clothes and every daily routine need a good amount of clean water. It also impact on human mindset and behavior. For example, Japan has that much clean water that in sewer of Japan fishes are seen without any efforts. As a result, people of that country can drink water directly from tap. In addition to this, health of individuals is very good compare to India.

On other hand, making all water completely cost free could encourage unnecessary consumption. If people do not pay for water then it may cause waste of water. For instance, because of free source people may leave tap running or using excessive amount of water in daily routine. Additionally, gardens and other plants need more water and care as a result , government need sufficient funds to maintain these services due to cost.

In conclusion, provide every house free amount of water is not solution rather than this government should provide a sufficient amount of water. A combination of free basic provision and charges for excessive consumption would be a fairer and more sustainable solution.
