IELTS Writing Task 2 question

Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.

Do you agree or disagree?

Give reasons for your answer and include any relevant examples from your own knowledge or experience.

Student answer (Band 6.0)

Nowadays, clean water is having a significant impact on the human lives and it is a basic human right to have acces of clean water in their homes. In my opinion, everyone should get clean water in their homes, but i disagree that water supply has to be provided free of cost. Because, there may be a lot of water wastage and carelessness among the citizens if they do not pay money.

Firstly, I belive that supplying a clean water in the community requires a lot of budget plan for the water supplier such as cost of maintenance, filtering it, repairing of leaks, poviding piping to the homes, etcs, and if water is providing for zero cost, then government will lack the financial support to do all this.

Secondly, if water is provided with no cost, people will become careless and will waste the water unwantedly such as leaving the tap open while washing dishes and clothes, using excessive water for washing vehicles and watering the gardens. They will also leave the leaking tap as it is instead of repairing them. They will have no knowledge of importance of water and the right way of using it.

In Conclusion, I agree that clean water is very important for ones live and is a basic human right to have it, but i disagree that water supply has to be produced without charging. People should be charged on how much they use the water in order to reduce the amoun tof water wasteage.
